|Defence Ministry has the largest allocation among the central ministries of Rs 3,59,854 crore. However, defence expenditure has been declining as a share of GDP, from 2.4% in 2011-12 to 2.1% in 2017-18. 25% of the budget is allocated for purchase of defence capital (ex. weaponry, aircrafts, naval ships). Expenditure trends over the last decade suggest that there is significant underspending of the capital budget. Further, about 90% of the capital budget is spent on committed liabilities from previous years.
